Body-Fleeting Powder Formula can be found in New Thunderclap Temple. From Temple Entrance Shrine, go forward and through the building. Take the left staircase and after it turn right. Continue forward and go left down the stairs. Continue forward into the building and go to its second floor. Once on the second floor, turn left and follow the path. It will be a wooden bridge with a small box at the end. Open it to find 3 Body-Fleeting Powders and its Formula.
