Found in Sandgate Village. From the shrine, head ahead and drop down into the cave on the right. From inside the cave, go left upstairs and then left on a wooden bridge. At the end you will enter the village and fight Rat Soldier. After him, you will find your first Rat Governor. The Laurel Buds are in an urn on a table on the platform where Rat Governor is.
