Found in [Sandgate Village](/sandgate-village). From the shrine, head ahead and drop down into the cave on the right. From inside the cave, go left upstairs and then left on a wooden bridge. At the end you will enter the village and fight [Rat Soldier](/rat-soldier). After him, you will find your first [Rat Governor](/rat-governor). The Laurel Buds are in an urn on a table on the platform where Rat Governor is.
