From Bitter Lake's North Shore Shrine, turn right and continue straight ahead following the beach line. At the end, there will be a giant snake skeleton. Once you are close, a cutscene will start and Apramana Bat will show up. After the fight, interact with the snake skeleton and there will be a cutscene with the Turtle General dropping a tear. Now return to where the shrine was and nearby you will see a glowing green object. Collect it to obtain the soak.
