Location
From Pagoda Realm's Mani Wheel, turn around and go all the way to the back where a Falcon Fan-Maker comes. Jump down from the edge and continue forward all the way to the back. There you can find a blue shinning Blade Monk. Defeat it to obtain its spirit.
