Vajra Armguard is randomly obtained by defeating Clay Vajra. Good farming location is New Thunderclap Temple's Mahavira Hall Shrine. Turn around and go down the two sets of stairs, then turn left go and go down another set of stairs. Continue forward through the building and a Clay Vajra will be straight ahead.
