Chubai Spearhead is a reward for defeating the four captains: Captain Lotus-Vision, Captain Wise-Voice, Captain Void-Illusion and Captain Kalpa-Wave. Once you have their spirits, you can go to Pagoda Realm's Lower Pagoda. Next to the cell you escaped, you can talk with The Third Prince, who will give you Chubai Spearhead as a reward.
