Goat Skull is a random drop from collecting Licorice. A good farming spot is Kingdom of Sahali. From the first shrine proceed towards where you fought Tiger Vanguard (Secret). On the right side next to a rock is a Licorice. A second one is right past the gate on the left side of the rocks. A third can be found going right after the gate. After a bit, its in the middle of the area. A fourth one is from the gate, proceed forward. After a big sharp rock on the left, there will be a small tree, its right before the tree. And a fifth one is at the end, there will be a medium size dragon head statue (relatively close to the meditation spot).
