Acquired by completing Hong Yi's Questline in Purple Cloud Mountain. After meeting Daoist Mi, defeat the nearby enemies until they drop Violet Hail (Key Item), then give it to Daoist Mi and defeat him. This must be done before facing The Duskveil (which is past the shrine after Daoist Mi).
